I am not a prerequisite, but it is well below 1%.
English is not common to everyone. In most countries, the people for the tourism industry (eg employees of the hotel, etc.) can speak English. It is rare, even in this sector in China.
BTW, another poster is completely wrong. While there are many outsourcing of manufacturing jobs to China, almost no jobs are telemarketing. I think it's mistaken for China and India - where there are several call centers.
India was a British colony until 1947, and many people have learned to speak English and have taught and spoken there.
China was isolated from the outside world until 1970, so there was little reason for students to learn English.
I also note that, unlike the French or Spanish, Mandarin Chinese has no common ancestry with English. Can not find the words that I remember the words as English as a library and a bibliography. Let no one be an alphabet.
SHanghai is a cosmopolitan and international ... it would be much easier than the rest of China, but China is one of the most difficult to adapt speakers of English themselves.
